Treat it as "no RISC-V support"; mark it as unsupported on the portal rather than misleading readers.

No RISC-V port: the th/3.0 binary repos on the ftp only carry i686/x86_64/x32/noarch, and the site, the Machines page and the mirror list say nothing about riscv64.
